I found the solution Kevin Dente’s blog. Hat tip! If you run into the problem, the solution is really easy. The key in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers called %tempdir%\setup.exe, DELETE IT. All done.
